In response to a severe drought suffered in 2002 in the central region of Veracruz, Mexico, the Fideicomiso para la Promoción y Preservación de la Zona Montañosa de Coatepec (Fidecoagua) was established as a decentralized public agency of the Coatepec City Council, in charge of Coatepec's payment for ecosystem services program, the first of its kind at the national level.
