In 2019, at a Tech Terrace Neighborhood Association meeting, it was brought to attention that the Lubbock Power & Light substation on Elgin Avenue created an unpleasant eyesore. After consulting with city officials, it was decided that a mural could be painted on the walls surrounding the building.
